The relentless violence and kidnappings perpetrated by armed groups, commonly termed "bandits," in Northwest Nigeria have created a national crisis. In response, a polarized debate has dominated the public sphere. On one side, voices like prominent Islamic cleric Sheikh Ahmad Gumi passionately argue for unconditional dialogue. On the other, a large segment of the public and political class demands a purely military solution.
But what if both sides are trapped in a false dilemma? Historical analysis and modern conflict resolution studies suggest that the most viable path to lasting peace is not choosing between force or negotiation, but strategically integrating both. This is the essence of the hybrid "Carrot and Stick" approach, a method that could offer Nigeria a more coherent and effective strategy than the one currently being pursued.
The Gumi Doctrine: Unconditional Dialogue
Sheikh Ahmad Gumi has become the most vocal proponent for negotiating with bandits. His approach, which we can term the "Gumi Doctrine," is built on a core premise: that these bandits are not irredeemable criminals but aggrieved parties who took up arms due to state neglect and violence from local vigilantes. He recently reinforced this by citing international examples, arguing,
Peace between Israel and Hamas they term as terrorists brokered by USA. Who said there is no peace with terrorists? Make peace with bandits and let us have peace.
Gumi’s advocacy draws a direct parallel to the Niger Delta amnesty program of 2009, where a combination of cash payments and vocational training for militants significantly reduced pipeline bombings and instability. His argument is compelling in its simplicity: dialogue is the surest path to peace, and continuing to fight only deepens the cycle of violence. However, the repeated collapse of local peace deals with bandits, who often return to violence after collecting payments, exposes a critical flaw in this approach: it lacks leverage and fails to address the criminal entrepreneurship that now fuels the crisis.
The Hybrid Model: A Strategic Symphony of Pressure and Persuasion
The hybrid approach, supported by extensive research from institutions like the RAND Corporation, argues that neither pure coercion nor pure conciliation works alone. Instead, they must be applied in a synchronized manner. The goal is to create a "hurting stalemate" where the armed group realizes that continued violence is more costly than peace.
This model has a proven track record. The successful peace deal with the FARC guerrillas in Colombia in 2016 was not achieved through dialogue alone. It was preceded by over a decade of intense military pressure funded and trained by the United States, which significantly degraded the group's capabilities and leadership. As a RAND study on ending insurgencies concludes,
Negotiations from a position of strength are generally more likely to succeed.The military pressure made the FARC come to the table seriously, while the negotiated settlement addressed the political and social grievances that started the conflict.
This approach can be broken down into two interdependent phases:
1. The "Stick": Smart, Precise, and Legitimate Force. This is not a blanket military assault that alienates local populations. Instead, it involves:
• Intelligence-Driven Operations: Using technology and human intelligence to precisely target bandit kingpins and their logistics networks, minimizing civilian casualties.
• Strengthening the Justice System: Ensuring that captured bandits face credible prosecution, which is currently a major weak link.
• Securing Communities: A consistent security presence that allows displaced farmers to return and rebuild their lives, cutting off the bandits' resource base through extortion and cattle rustling.
2. The "Carrot": Structured, Conditional, and Sustainable Reintegration. This is not a simple cash handout. It is a pathway for lower-level fighters to re-enter society, contingent on verifiable disarmament. It involves:
• Disarmament, Demobilization, and Reintegration (DDR): A structured process for fighters to surrender their weapons, disband their units, and receive vocational training and psychological counseling.
• Addressing Root Causes: Investing in the region's development—schools, hospitals, roads, and job creation—to dismantle the environment of despair that allows banditry to thrive.
Applying the Hybrid Approach to the Nigerian Context
So, how would this work specifically for Nigeria's bandits?
First, the state must apply concerted and precise military pressure to fracture the bandit groups. The current situation, where bandits operate with impunity, gives them no incentive to negotiate in good faith. As security analyst Prof. Freedom Onuoha notes, the failure of past amnesties often stems from a lack of enforcement, where
the state lacks the capacity to enforce compliance or the will to penalize defectors.Creating this credible threat is the essential first step that is missing from Gumi's model.
Simultaneously, the government must develop a clear, national framework for DDR, not ad-hoc deals by state governors. This framework would be publicly communicated. It would offer a clear choice: those who surrender and verifiably disarm will be incorporated into a rehabilitation program. Those who refuse will face the full, focused force of the state.
This is where the hybrid approach incorporates the valid aspects of Gumi's plea while overcoming its fatal flaws. It acknowledges that, as Gumi argues, many foot soldiers are driven by economic desperation and should be offered a way out. However, it also recognizes that the leadership often comprises hardline criminal entrepreneurs who will only respond to pressure.
Conclusion: Moving Beyond the Binary
Sheikh Gumi’s calls for dialogue have rightly highlighted the limitations of a kinetic-only strategy and the need for a political solution. However, his model of unconditional negotiation, while morally appealing to some, has been tried and has repeatedly failed, effectively becoming a form of appeasement.
The hybrid approach offers a more strategic, evidence-based alternative. It does not see negotiation and force as opposites but as two tools in a comprehensive toolkit. By building a credible security capacity that can pressure the bandits while offering a legitimate and structured pathway for rehabilitation, Nigeria can break the cycle of violence. The goal is not just to silence the guns temporarily, but to create the conditions for a lasting peace where banditry is no longer a viable or attractive option. The time has come to move beyond the tired debate of bullets versus bargains and embrace the sophisticated, if more challenging, path of the hybrid strategy.
